Hurricane Recovery Assistance
August 2004 – December 2005
During the 2004 hurricane season, JLWA deployed a team of disaster recovery specialists to assist municipal, county and private sector jurisdictions with their disaster response and recovery operations and assessments. JLWA was retained by numerous cities, counties and other entities within the state, including:
• City of Orlando
• Collier County
• Osceola County
• Kissimmee Utility Authority
• City of West Palm Beach
• Indian River Memorial Hospital
• Peace River/Manasota Regional Water Authority.
In working for these clients, JLWA provided an immediate resource of multi-disciplinary personnel who were experienced and knowledgeable in the application and implementation of FEMA Public and Individual Assistance programs and the Hazard Mitigation Grant Program. In working for these jurisdictions, JLWA estimated damages, provided oversight and management of debris disposal, prepared project worksheets, identified mitigation projects, performed accounting services and developed scopes of work to repair or replace hundreds of damaged facilities in dozens of Florida communities.
In addition, the JLWA team provided pre-disaster training to municipalities on FEMA criteria and guidelines for determining damages caused by disasters. Training was provided on the overall Federal disaster declaration process, and on FEMA PI-IA and mitigation programs. Participants included emergency management personnel, city and county personnel, state government representatives, firefighters and chiefs, police officers, public works employees, engineers, consultants, and elected officials. More than 20 jurisdictions attended training seminars, including: Miami, Florida; Ft. Meyers, Florida; Charleston, South Carolina; Key West, Florida; and Cape Coral, Florida. In addition, JLWA trained personnel in Tampa and organized a table top simulation disaster exercise for city employees.
