Disaster Recovery Services

James Lee Witt Associates (JLWA) provided immediate disaster recovery services to the Government of Guam after the destruction caused by Typhoon Chata'an and Super Typhoon Pongsona. Acting on behalf of the Office of the Governor, JLWA worked with the Government's Recovery Coordination Office and provided a team of multi-disciplined, experienced, and knowledgeable experts for the application and implementation of the FEMA Public Assistance program.
JLWA helped Guam's government agencies and departments identify immediate and long-term disaster recovery needs. The firm's work included: estimating damages; preparing project worksheets; identifying mitigation projects; providing accounting services; developing scopes of work to repair or replace damaged facilities; assisting with insurance claims; and removing hazardous waste and debris.
In addition, JLWA provided support services in the preparation and presentation of Guam Power Authority's Public Assistance appeal to FEMA. These efforts resulted in convincing the acting regional director to send a team of experts to Guam to review the evidence. The Guam Power Authority subsequently received $11 million in reimbursements. JLWA also assisted in developing financial relief legislation to support the Territory's insular areas.
