On September 18, 2003, Hurricane Isabel, the most damaging storm to strike the Mid-Atlantic region in years, knocked out power to approximately 75% of the homes and businesses served by Washington DC-based Pepco Holdings, Inc. (PHI). Full restoration across parts of the District of Columbia, Maryland, Delaware, Virginia, and southern New Jersey required nearly two weeks.
Faced with potential investigations, the utility hired JLWA to conduct an independent review of all aspects of the restoration response, specifically for two PHI companies, Conectiv and Pepco. JLWA's thorough, all-hazards assessment identified gaps in the company's emergency preparedness and recommended several steps for PHI to improve emergency planning, response and communications with customers.
In 2005, JLWA conducted an assessment of PHI's implementation of earlier recommendations. Today PHI executives are highly sought on the lecture circuit by other utilities interested in enhancing their own emergency preparedness.
