James Lee Witt serves as co-chair, with Admiral James Loy, of ProtectingAmerica.org, a nationwide effort to develop a comprehensive approach to prepare for, respond to and recover from catastrophic disasters.

ProtectingAmerica.org seeks to create an insurance premium-supported pool of state and federal funds that could be utilized to cover homeowner losses from national catastrophes. These funds would be invested and grow on a tax-free basis. The fund would only be used to cover losses from natural catastrophes, and a portion of its investment income growth would be used to strengthen and enforce building codes, enhance response and recovery efforts for first responders, and support mitigation programs through better land-use planning and the development of community-based disaster preparedness and education programs.

As co-chair, James Lee Witt provides ProtctingAmerica.org with strategic direction and advice, speaks on behalf the organization, authors op-eds, and assists with coaltion building and efforts to introduce and move legislation to create catastrophe funds on the state and federal levels.
