Mr. Pate Felts is a founding Partner and Chief Financial Officer for Witt Associates.
Previously, Mr. Felts served as Assistant U.S. Trade Representative for Intergovernmental Affairs and Public Liaison for the Office of the U.S. Trade Representative, Executive Office of the President. In this position, he worked closely with state and local governments, business and agricultural communities, labor, environmental, and other domestic groups concerning U.S. international trade policy. In addition, Mr. Felts work included specific issues relating to the development, implementation, administration, and enforcement of existing trade agreements.
Mr. Felts served as North American Free Trade Agreement (NAFTA) and World Trade Organization (WTO) State Coordinator liaison to all state and local governments in the efforts to implement the NAFTA and the WTO. He consulted with state and local governments officials, as well as intergovernmental organizations such as the National Governors Association, the National Conference of State Legislators, and the U.S. Conference of Mayors.
Mr. Felts was also Special Counsel for Financial and Investment Policy for the United States Trade Representative, Charlene Barshefsky. In this position, Mr. Felts coordinated U.S. international trade policy with such institutions as the World Bank, the Export-Import Bank, the Overseas Private Investment Corporation, and the Trade and Development Agency.
From 1991 to 1996, Mr. Felts served initially as the Deputy Chief of Staff, and then, as the Chief of Staff to U.S. Senator, David Pryor.
Prior to government service, Mr. Felts served in several financial positions including chief financial and administrative officer of a public company, regional financial officer of a large multi-national company, consultant to a private venture capital firm, and auditor and tax specialist in the field of public accounting.
Mr. Felts holds an Bacholer's of Science in accounting from the University of Richmond, a Masters of Business Administration from the College of William and Mary, and is a Certified Public Accountant.
