Emergency Operations Center Standby Services and Disaster Response and Recovery Standby Services

Witt Associates is under contract with Arlington County, Virginia to augment and provide additional capacity to the County's Emergency Operations Center (EOC). Under this scope of work, Witt Associates will provide experts to coordinate with the County on its recovery from an emergency. In the event of an emergency and when called upon by the County, Witt Associates will provide personnel to support the command and general staff in the EOC within 12 hours of the County's notification.

As the response phase is underway, Witt Associates team members will provide technical and institutional knowledge to County representatives in emergency management areas, such as documentation procedures. As a part of this effort, Witt Associates will help the County set up and implement an integrated financial accounting system for documentation and project worksheets. Witt Associates will prepare worksheets, forms and other documentation, assisting the County as it submits the information, through the appeals and close-out processes. These efforts may include recommending new, more efficient ways to approach the recovery and reimbursement process. At the County's request, Witt Associates may provide training to the County on the Public Assistance program.

From the impact of the disaster through the reimbursement process, Witt Associates will review damage inspections and may prepare damage assessments at the County's request. The Witt Associates team is also available to implement the debris operations plan and assist the County with coordinating and managing the waste clean-up after the emergency. In this event, the County would be briefed daily on the progress, issues and needs of the operation.

During the course of the response and recovery to the emergency, Witt Associates will recommend opportunities for hazard mitigation. Mitigation was a keystone of James Lee Witt's tenure at FEMA and the firm remains committed to helping communities rebuild better and smarter. Witt Associates staff includes the premier mitigation experts in the nation. Team members can survey damages and help the County develop a prioritized list of mitigation activities.
