The State of New York contracted Witt Associates to provide a comprehensive, independent review and evaluation of emergency preparedness for the areas surrounding the Indian Point nuclear power plant and those New York juridictions within ten miles of Connecticut's Millstone nuclear power plant.
The Witt Associates Team gathered the necessary information to evaluate the current emergency planning. Specific items studied included:
- Population figures of residents who live within 10 miles of the nuclear facilities;
- Existing radiological evacuation plans, procedures and the data that support them;
- The warning and communications systems that are used in the event of an emergency; and
- The ability of officials to measure off-site radiation and act upon that information.
The Witt Associates Team worked with all levels of government and with interested organizations to collect this information and to develop recommendations.
In conducting this analysis, Witt Associates reviewed historical documents from the Nuclear Regulatory Commission (NRC) and FEMA. Then, Witt Associates independently assessed the acutal state and county emergency plans and noted areas that needed improvement. Witt Associates also evaluated the utilities' plans to determine that they are consistent with state and county plans.
