The George Washington University retained Witt Associates at the end of 2008 to advise the university concerning two important issues. The first related to reconsidering the structure of GW's safety and security functions, focusing primarily on: the University Police Department, Risk Management, and Public Safety and Emergency Management. The second issue related to whether provide the University Police with firearms. Witt Associates conducted a thorough review - including nearly two dozen interviews with administrative and safety-and-security staff, as well as focus groups with other interested parties - and developed a report which included findings and considerations concerning both topics.

Immediately following receipt of the report, GW reorganized its safety and security function, consistent with the Witt Associates report. The University also followed Witt Associates' advice not to consider arming the University Police prior to a consideration of the strategic goals of the University Police and the safety and security program.

Since submitting its report, Witt Associates has continued to support GW on issues related to strategic safety and security, including advice concerning public relations/ communications, hiring guidelines for the newly created position of Associate Vice President for Safety and Security, and university policy implications.
