Vulnerability Analysis, Mitigation Planning, ICS-NIMS-SEMS Exercise Design and Delivery

The California State University System (CSU) engaged Witt Associates to work with their 23 campus system to minimize the risk associated with earthquakes, fires, floods, and terrorism. In addition, Witt Associates was retained to create a system-wide emergency response plan, and design and deliver standardized emergency management and ICS training and exercises to university executives, campus leadership, EOC and public safety personnel. CSU and Witt Associates also entered into a pre-event emergency contract. Under this agreement, if a disaster should strike at the University, Witt Associates will immediately dispatch staff to help CSU manage all aspects of the ensuing response and recovery. 

Witt Associates designed and delivered All-Hazards Standardized Emergency Management Systems training seminars and exercises tailored for CSU Executives, designated leadership, and public safety personnel. The scope of work included: 

  • Designing and delivering All-Hazards Standardized Emergency Management System Executive Courses for CSU Presidents & Designated Leadership to meet ICS/NIMS compliance;
  • Designing and developing full-scale Exercise Scenarios to include: Action Planning Course for CSU System Leadership & Staff Responsible for Risk, Public Safety and Security; Incident Command System (ICS) for CSU System Leadership & Staff Responsible for Risk, Public Safety and Security;
  • Designing and delivering All-Hazard Table Top and Practical Exercises for CSU System Leadership & EOC Staff Responsible for Risk, Public Safety, and Security;
  • Developing and implementing System to Observe and Audit CSU Exercises;
  • Developing and observing CSU Participation in Independent Exercises; and,
  • Developing and delivering Disaster Response and Financial Training to CSU Staff and Public Safety Personnel.
